Tamil Nadu shuts down colleges to prevent student protests against Sri Lanka:
The government has asked 438 arts and science colleges in Tamil Nadu to be closed immediately till further orders as student organisations across the state gear up to organise massive protests from Monday.

The students are demanding that India vote against Sri Lanka on a resolution expected to be moved at a meeting of the United Nation's Human Rights Council in Geneva this month.

The US is expected to move the motion against Sri Lanka on war crimes and rights violations against Tamil civilians during the final phase of the war against the Liberation Tigers of Tamil Eelam. All political parties in Tamil Nadu have been pressuring the Indian government to vote against Lanka.

The government's decision to close colleges is being seen as a bid to avert any law and order problems on the campuses.

Though students have joined in the demand, their protests, over the last one week, so far have been unorganised, with mostly law students holding hunger strikes or demonstrations. In one instance, cops moved out eight students of a city college, who were sitting on an indefinite hunger strike, citing their deteriorating health. More students are expected to join in the protests from Monday.

The emotive Sri Lankan Tamils issue was resurrected recently when British media released photographs that suggest that the 12-year-old-son of Prabhakaran, the chief of the rebel Tamil Tigers, was executed in cold blood by Sri Lankan forces in 2009. Colombo says the photos are morphed.

In the Indian Parliament, the DMK, which is a partner in the UPA government, has made both poignant appeals and threats to demand that India show its support for Tamils in Sri Lanka. It has asked the government to make its stand clear, something that it is yet to do.

The Congress-led UPA government had voted against Sri Lanka in another resolution last year following pressure from the DMK, which had then threatened to pull out of the coalition at the Centre.

Jaya condemns Centre silence over Lankan attacks on TN fishermen:
Chennai: Agitated over the "increasing belligerence" of Sri Lankan Navy towards Indian fishermen, Tamil Nadu Chief Minister J Jayalalithaa today slammed the Centre for its "silence" and said this should not be construed as weakness and embolden Colombo.

"We are agitated by incidents of repeated capture of our fishermen while pursuing their livelihood. We expect the government of India to also respond and react pro-actively when incidents of this nature happen," she said.

In a strongly-worded letter to Prime Minister Manmohan Singh, her third on the issue in about a fortnight, she said, "Let Sri Lanka not be emboldened by your silence and construe it as a sign of weakness and indifference towards our fishermen."

Referring to the latest incident of capture of 53 fishermen by Sri Lankan Navy since yesterday, she said this was "another instance of the increasing intolerance of the Sri Lankan Navy towards the hapless fishermen of the Palk Bay area of Tamil Nadu".

She noted that the solutions to the fishing disputes between two neighbours should not be resolved by force or by treating the fishermen as criminals and arresting them.

"The increasing belligerence of Sri Lanka in the recent past towards Indian fishing boats fishing in the traditional fishing areas, as exhibited by a spurt of arrests and violence, is a worrisome trend," she said.

The fishermen, she said, had no other alternative but to fish in the narrow Palk Bay fishing grounds which were further restricted by the 'unilateral' drawal of International Maritime Boundary Line, and done without the consent of the Government of Tamil Nadu or its fishermen.

She said Centre should summon the High Commissioner of Sri Lanka in New Delhi to lodge India's "strong protest" against the continuing arrests and incidents of violence against the fishermen, including the recent incident of firing on an innocent fisherman.

"I also request you to advise the Sri Lankan government to release the arrested fishermen of Rameswaram without foisting any criminal cases and desist from future provocations through needless arrests and acts of violence," she said.

She also recalled her government's case in the Supreme Court against the ceding of Katchatheevu, an islet, to Sri Lanka by India in the 1970s under an agreement.

Mixed- reaction at the Adoption of Sri Lanka's Report of the UPR Working Group
Addressing the UNHRC Minister Mahinda Samarasinghe at the Adoption of the Report of the UPR Working Group while highlighting the concerns of the country regarding misinformation, he said, "This is why our national census of 2012 and the enumeration in the North preceding it in 2011 were of such importance. Ground verification of facts is continuing into the results of these processes. We believe we will be able to gain an accurate picture of the several causes of civilian deaths.

In the meantime, United States today expressed disappointment over Sri Lanka's rejection of recommendations by UPR states calling for the implementation of the LLRC recommendations.

During the Universal Periodic Review (UPR) on Sri Lanka, a number of States had called for the implementation of the recommendations of Sri Lanka's own Lessons Learnt and Reconciliation Commission (LLRC), the delegation of the United States of America said at the 22nd Session Human Rights Council.

"We are disappointed that the Government rejected all UPR recommendations from States that called upon it to implement the LLRC recommendations," Ambassador Eileen Chamberlain Donahoe said, delivering a statement at the adoption of the UPR Report on Sri Lanka.

The UK also voiced its concern that no justification has been given by Sri Lanka for the rejection of recommendations relating to the independence of the judiciary.

"The impeachment of the Chief Justice ran contrary to the clear rulings of Sri Lanka's highest courts and the proceeding appeared to contravene principles of fairness, due process and respect for the independence of the judiciary," the UK said.

In the meantime, Mahinda Samarasinghe M.P., Minister of Plantation Industries and Special Envoy of H.E. the President of Sri Lanka on Human Right and the Leader of the Sri Lanka Delegation while disassociating with the comments made by several countries pointed out that Sri Lanka's Apart from a series of recommendations made by the Council the Minister stated that Sri Lanka had made a number of voluntary commitments as well.

He reminded the council that Sri Lanka had accepted 110 of the recommendations made by the Council while an additional 3 recommendations enjoyed the support of Sri Lanka whereas 91 other recommendations were not accepted by the country.

Furthermore, he added that Sri Lanka had accepted 12 recommendation pertaining to the implementation of the recommendations set out by the Lessons Learnt and Reconciliation Commission (LLRC).

In his address, Minister Samarasinghe stated that the achievements of Sri Lanka in terms of resettlement were perhaps unparalleled while he informed the Council that the Attorney General had directed the police to commence non-summary proceeding on the disappearance of five students and the killing of the ACF workers.

The Minister pointed out that several parties had published arbitrary figures concerning civilian casualties and assured the Council that the National census that was conducted in 2010/2011 would be important in shedding light on this matter.

Sri Lanka also assured the member states that it will soon publish a report on the progress made by the country during the first year of the National Human Rights Action plan.

He concluded by stating that Sri Lanka was deeply grateful to member states for their positive engagement during the UPR while stressing that the country will continue its transparent relationship with the UNHRC and keep member states and observer states informed on its progress.
